COMAH: Waste sites that handle or process hazardous substances above threshold quantities are COMAH-regulated. This includes some hazardous waste transfer stations, chemical waste facilities and sites that manage certain industrial or clinical waste streams. On these sites, wind direction indicators are part of the emergency response planning framework enforced by the HSE and the relevant environmental agency.

Fire response: Waste sites have an elevated fire risk, and fire in a waste facility can generate hazardous smoke. Wind direction information determines which evacuation routes are viable and where the fire service should establish its incident command point. A working, visible windsock is relevant to fire response at any waste site, not just those with formal COMAH obligations.

Dust management: at materials recovery facilities (MRFs), waste transfer stations and outdoor recycling operations, dust generated during processing can carry health risks depending on the waste stream. Wind direction matters both for controlling exposure at source and for understanding where dust is travelling. Some Environment Agency permits include specific requirements around dust monitoring that intersect with wind direction indication.

What to specify

Waste sites are not uniform environments. A clean MRF handling dry recyclables has different demands from an outdoor refuse-derived fuel production site or a hazardous waste transfer station. Across all of them, a few specification points hold:
