It determines which way a hydrocarbon release travels, which evacuation routes are viable, where the muster point boundary lies, and whether a helicopter can land safely on the platform. A windsock on an oil and gas facility is a critical safety indicator, and in most cases a regulatory requirement with the documentation to prove it.

Regulatory framework

Oil and gas facilities in the UK sit under two distinct regulatory regimes for wind direction indicators, depending on the nature of the site.

COMAH: onshore sites

The Control of Major Accident Hazards (COMAH) Regulations 2015 apply to sites in the UK that store or process hazardous substances above specified thresholds. Most oil and gas facilities, refineries and terminals are COMAH-regulated. The Health and Safety Executive and the Environment Agency jointly enforce COMAH in England; in Scotland it is HSE and SEPA; in Wales it is HSE and Natural Resources Wales.

Wind direction indicators are a key component of COMAH site safety reports and emergency response plans. The practical requirements are:

  • At least one windsock must form part of your emergency planning for hazardous substance releases
  • Upper-tier COMAH sites face more detailed safety report obligations; wind rose data must be documented, and the wind direction indicator is the real-time, on-site complement to that data
  • HSE guidance expects wind direction indicators to be permanently installed, continuously visible and maintained to a standard that ensures reliability during an emergency
  • Upper-tier COMAH sites handling highly flammable or toxic substances may be expected to specify a heavier fabric grade, with greater resistance to chemical exposure, than the standard aviation specification
  • On electrically classified areas of the site, illuminated windsock installations must carry the appropriate ATEX/IECEx certification for the zone

The requirement to have a windsock is not always expressed as a single statutory clause. It arises from the combination of emergency planning obligations, site safety report requirements, and the HSE’s expectation that operators have the means to assess wind direction immediately during an incident. In practice, COMAH inspectors expect to see one.

CAP 437: offshore helidecks

Offshore oil and gas platforms with helidecks are subject to CAA CAP 437 Standards for Offshore Helicopter Landing Areas. CAP 437 requires an internally illuminated windsock on any helideck used for night operations, with all electrical components certified to the ATEX/IECEx standard appropriate to the zone classification of the platform. A windsock on a COMAH site must work on the day of the incident, not the day of the last inspection. That means treating it the same way you treat other safety-critical equipment: scheduled checks, documented findings and planned replacement before failure. Are oil and gas sites legally required to have windsocks?

Most onshore oil and gas facilities are COMAH-regulated. Wind direction indicators are embedded in COMAH site safety reports and emergency response planning requirements, enforced by the HSE and the relevant environmental agency. In practice, a COMAH site without a working windsock is a compliance gap.

What windsock fabric is right for a refinery?

Do we need an ATEX-rated windsock?

If the windsock installation includes electrical components (illumination) and is sited in an ATEX-classified zone, yes. ATEX/IECEx certification must match the zone classification (Zone 1 or Zone 2) of the installation location. Offshore helidecks on oil and gas platforms always require this.

How many windsocks does our site need?

At least one, visible from all primary muster points and evacuation routes. Larger or more complex sites may need multiple installations to ensure coverage. The siting should be documented in your safety case.
